Shukumei is a newly terraformed planet. The cities and suburbs around the main space port are only a few years old after a mass construction project. There are still construction works going on for larger buildings, other cities and suburbs surrounding the city of Kind (Kii-nd).
The planet has an appointed government and a decently established police presence. Because of its age, corruption isn't as widespread as it is in the rest of the galaxy - dystopian settings with corporate controlled governments and law enforcement a common occurance. Shukumei is slowly on its way. Local gangs are slowly rising to power among suburbs, corporations have begun seeding their influence and even the vampire families have staked their territory.
Even so, there is mostly a stalemate for the moment. Each group is bidding for control and in doing so, there's an uneasy peace around.
Being part of a galactic civilisation, there are people of many different shapes, sizes and races. Technology is part of every day life - if you so wish and while faster than light travel is common, it's still expensive.
There are no real interstellar authorities, the closest being the Fixers who are more peacekeepers than anything. There are many places in space marked as territory for pirates and overzealous planetary governments alike.
